How do you vote spam?

I am guessing you mean in terms of voting sites like Minestatus?

If so you will need to get an IP changer. (I recommend HotSpot Shield - Free) and vote. Then change your Ip with HSS and revote again. Repeat and you spam.

Wouldn't the website remember the Username / ID and deny the vote?

You can vote without a username, I believe.
And when Shadow says an IP Changer, make sure it's actually your IP that's being changed.
Not some proxy crap.
Minestatus and many other voting sites block those, lol.
