It is not a hack but via reverse engineering it can provide a coder with elements useful when making a hack. It was requested, so I uploaded it. I just assumed this was the right place to do it as it helps with coding.

No, it's what HShield uses in order to load functions, just think of it as the Cshell.dll for HShield.
is there any documentation on this EU version at all?
