Cannot connect/Crashing

Upon opening singleplayer, the game crashes almost instantly.
Upon opening zombies/multiplayer, if I click options or online it will say 'Connecting to online services: getting data from steam...' and after a while of waiting it will tell me something like black ops 2 servers are down or unavailable right now.

Other Information:
-When i try to launch zombies from the multiplayer menu(or vice versa) the game will crash
-When I close zombies it will pop up with the out-of-game console and tell me that it crashed
-If I try to open any of the exes in compatibility mode(any os), nothing happens
-I'm running windows 8 consumer preview build 8250
-My drivers are up-to-date and I should be able to run the game fine
-I am using the skidrow cracked version of black ops 2

I have heard of people needing to change their timezone to beijing or hong kong, but I'm unsure of what this means and how to do this and I have also heard that it doesn't work anymore anyway.
