Yes you can. However, you need a certain amount of posts.

Donators and staff members get unlimited access to name changes and usertitle changes without having to get the necessary post amount.

Yes. You must donate 25$ USD or more in order to receive Donator status.

25$ dollars, but you can change it also without being donator but you need to have a certain post amount..
