4D1 ban?

Hello is it possible to ban someone from using 4D1, so here is the story I helped someone who got banned from mw2 on steam by directing him to 4D1 so he promised not to cheat again and now he is cheating again using 4D1 I don’t really care if he cheats but he gave me his word that’s why I helped him is there a way for someone to ban him permanently this is his third time getting banned, he bought 2 copies of mw2 after he got banned the first 2 times so now he’s using 4D1 I believe he’s playing on Alterwinet so could anyone direct me to someone who can help me because he is a nuisance to the whole mw2 community in South Africa since we are South Africans we can only play with other South Africans because if we do not our ping is always red. Should I report him through steam or something?
