I generally add Towny but I'm up for anything different. Saga seems interesting.
Any combination / list of mods or just an antigriefing mod list away!
It should be fully self controllable, meaning no staff member needs to set you up or something. So you manage everything for yourself like Towny did.

If you want an anti-griefing plugin, LogBlock will work best.
I've also seen Saga, and it looks promising, although I haven't tried it yet.
With Towny, you'll need a good amount of players online at all times,
because it's a community-based plugin.
And lastly, what type of server will this exactly be?

If anything, feel free to ask me.
So far it's all vanilla, I just want it to be completely automated. Now I just need a flavor, so anything works as long as its automated.
LogBlock - Block logging and rollback
AntiBot - Really helps with SpamBots and plain old spam
ModReq - Help tickets
NoCheatPlus - ESSENTIAL for a vanilla server!
I'll come up with a few more, later.
Well, the first priority is getting a hacker protection plugin which I'd go with NoCheat++.
There can be many different types of gameplay. I'll just spur out a few ideas that can be appealing to all members.
1. Simple factions. Factions is the plugin. It's basically like a crew, a group, etc and you can invite people in, claim land, and take over other's. Brings competition, and intense PvP to the game. Other minor plugins can go with this, but no setup is required unless you wanna edit some config things which isn't mandatory. It's simple, easy, and fun.
2. Possibly an RPG-Economy type of gameplay. This can be various - maybe have classes (go more of an MMORPG style) and also have ranks where people can do /rankup to rankup to a new rank and possibly roleplay MPGH. You start out a Member lv1, and when you get IE: 2000$, you can get to Member lv2. Nice economy, etc. Have a black market, etc. This can be added onto any style of play, especially something such as Towny. Towny is nice with this as well because you have people in your town / nation and it builds and you gain money to level up.
3. Possibly a prison RP? I've ran many of these servers, and by far they're my favorite. You gotta put a good amount of work into it to make it nice, but it turns out great. Basically people spawn as a rank (the first rank of a prisoner for example; D) and basically the prisoners must mine, farm, cut logs, etc to make money to rank up and get better stuff. Buy cells, plots, etc. And then at the last rank they are a free man and can get out of the prison. Very fun gameplay, competitive, lots of PvP. If you get killed, you lose all your stuff and they can sell it whoever killed you.
That's all I got right now. Just some brainstorm of fun ideas for you to implement into the server. I think most people would find these types of gameplay appealing, but that's just my opinion. I'll come up with some more later, if you need help feel free to ask.

@arunforce
These are really great ideas, especially the Prison RP, as they are extremely popular nowadays.
One more thing to add, is a full-on PvP style server, where it is literally automatic; no staff needed.
What makes this unique is that you can branch off into a "Call of Minecraft" type of server, where
certain items act as guns, or maybe a TF2 server. Just a couple of PvP server ideas.
Prison sounds interesting... Or a towny style clan war thing.
Unfortunately, I can't release it yet. 1.45 client comes out tomorrow, so I'll update to it then. Even then, Bukkit takes forever to update, and I won't put it on my server till the RC is released. As it is a web server, priority is toward my sites, so I'm not running any buggy PoS. We could run on the 1.34 client files, but I don't have them and hate updating when minecraft updates, so it's best to wait till 1.45 bukkit is out.
Until then we can brainstorm on plugins. Everything works fine.

The latest CraftBukkit builds can be found at dl.bukkit.org
There has been a Beta (Not Dev) Build for 1.4.5 and it's very stable.
Most of the major servers are using it as of right now.
If you're going to wait for an RC, that's going to take a while,
as Mojang is coming out with updates rather quickly.

Sure. Yeah, Prison is very fun. I'll kinda explain it more in depth.
There's no specific plugin that defines a prison server. All you need is really the RankUp plugin (forgot if that's the name) and you're set. Then, you use PEX (or a permissions plugin) to define all the groups, and then you config RankUp of all the rank prices, and group names. Then, you'll build a nice open prison. Have a shop, some mines, some wood cutting areas, maybe even cells if you're not lazy. I also like to have plots (which requires WorldGuard for both options). Or, you can have VirtualChest which allows you to have a virtual chest - literally. You go to a sign, right click it, and there's your chest where prisoners can keep their shit. That's a plugin itself.
Then, it builds itself. People will mine, use a shop to sell their items. You also have Wardens (like Administrators basically) and then Guards which guard the server. They stop any pvp, and kill bad prisoners if they're breaking the rules and/or jail them. Wardens moderate it, keep everything functional, etc obviously. Guards also usually have a GuardHQ to read their own rules, buy bows, swords, armor, etc. They make money buy being a guard, you could have a plugin that automatically pays guards for their service, and maybe have multiple guard ranks such as a veteran guard, head guard (under Warden) etc.
Prison RP: may fuck up, but if there is an automated way to prevent fuckin up, I support it!
Saga:=Mixture of mcMMO+Factions+Administration Stuff. I tried it, and it really has all the required things to have a nice, enjoyable server. Altough I wouldn't run Settlements and Factions together, because I'm pretty sure the combo of those 2 can be abused.
Factions: Well... that's a tricky one. Every loves factions, loves all the shit you can do with it. BUT! Factions plugin is a general trigger for RQ. Or not. It depends on the people. I had both experiences. I was on a server, wich ran since forever with Factions and everything went perfect, they were of course raids, but people liked it. I was also on a server, what ran for only a few weeks, because after some betrayals(which is usual), people started to RQ, some factions became so overpowered, that it wasn't enjoyable at all. So everyone left, server got shut down. So watch out with that plugin!
Towny: Nah, not good in long-terms and not really an open world survival style plguin... Also, we need ALOT of people for this plugin to be enjoyable.
Essentials & AntiCheat & PEX: No comment.
Well, that's all I could say. We can of course go in very alternative ways, like zombie mode, siege, total rpg style, but those are hardly considered automated.
Also, we can implement little fun plugins, which can make the whole experience more... fun.
How would it fuck up? There's no plugin that literally makes it a Prison. The only things you have to set up are automated - it's like a forum - it grows by itself.
People will use /rankup to rankup to the next rank when they have enough money. iConomy (the economy plugin that you should use for the shop) is also automated (obviously!) where people can sell their shit to get money. I know a plugin that also resets the mines for people to mine in, so that's automated as well. The woodcutting area? Well, people plant their on saplings, cut their wood, and sell. Plots/cells are also automated with a plugin (forgot the name as of this point), but it connects to WorldGuard and you put a sign above it with certain syntax / words. Then, if someone has enough money and wants to rent it, they right click it. You can do a permanent sell of a plot (like forever) which I did for plots, and cells could be rented for 3 days. All automated. Only way it could fuck up if someone's jacking with the server, or you don't know how to config it all.

Factions mainly depends on the people playing and the amount of people that actually plays on the server. If its early staged and people join only the few faction, people will tend to leave. If there were more players, no one is being picked on, thus more players would stay.
That's how I think about it.

Go ahead then! Also, after people get free they should start playing Saga or Factions?

So it depends on the start=not stable.

Yeah. If everything is already completed, meaning the plug ins and ect, then I'm sure anyone that joins would want to stay.
Think of it as yourself. Would you join a stable server or an unstable one?

When they get free? I think it'd be cool to do factions, but then you'd have to do extra permissions so people in prison can't join Factions at all. Or else then, it'll be abused, etc. Hell, you could do numerous things outside of prison, maybe when you get outside of prison you go into the drug trade (drug RP).
