Minions cannot simply close threads in general! GMs and higher can do that

Minions are only allowed to have powers in specific sections.

Minions - Approving Files, Moving Threads, Deleting, Closing, etc (General Care over a specific section)
Minion+ - same as above but with the ability to hand out infractions
Moderators - All of the above but can ban users (at least I think)
Global Moderators - All of the above plus watching over every section and has powers everywhere
Staff Admin - Power of all users including staff, can handout bans to anyone, can also change usernames, titles, etc!
Admin - same as staff admin but can make changes to the site and ban everyone
Head admin - God of MPGH! Can do whatever the f*** he wants!
