For no apparent reason, as you can see in Paypals User Agreements And Legal Agreements.

An Account,Gold,Or any virtual item counts as an intangible good

2.1. The PayPal Seller Protection Policy will not apply to a transaction if any of the following apply

3.2. We use our reasonable discretion to determine whether a transaction meets the PayPal Seller Protection Policy
eligibility requirements. If we determine that a transaction meets the eligibility requirements,
we will lift the temporary hold and restore the funds to your Account.

And *this transaction is not covered by anything in your user agreeement as i have once stated it is an 'intangible good'

So, this buyer has no right to dispute against this case as there is no buyer protection on this as it counts as an Intangible good.
