Anyone know how?

Anyone know how to change a .url into just the icon cuz I downloaded Soldier Front, but it gave me a big blurry .url file to open up to the page to play it and my friend gave me a better looking one so i need to know how to change it to a .ico or whatever its called.

Well does anyone at least know how to change a .bat icon?
