No, Selpia was the Staff-wielding Evie before the decision to combine Miul (the Scythe-wielding Evie) and Selpia together into one character as we know now, Evy.
Nothing is known about Hurk.

It's quite interesting of what these files are doing inside the game files, if some of the never made it into the actual game and decisions were changed. (Vella)
