You need to forward the required ports for mw3 I don't remember what they are, logon to your router and use fort fowarding option. If you still don't tell me what your router model is then I can help you forward the ports.

i have a question? why i cant conect to online services what i made what may the problem you dont now?

Maybe you are banned, maybe you have used an old [DETECTED]-Hack?

Look on:
Steam - Settings - VAC Status - Click on the (?)-Button right.
There you can see in what for a Game you are banned.

If you are banned then it must say VAC ban record on your profile, if it cannot connect to online services it might mean :

1) inappropriate behaviour in game so they usually ban for a max 3 days but there is no way to check that.

Also if you are banned it should say cheat detected when you start mw3 so Idon't think you are banned either forward your ports or wait 2 days and then try playing see if that works thT usually works for me because it has happend to me before.

So, when you are banned more as 3 days, then you are permanent banned. No Chance to disable, bypass oder remove it.
Buy a new Account, when you will play it again.

Yeah he is right its a permanent ban not possible to lift.

No more at MW3 if you're only banned from this game

Maybe you could try using 4D1 since you already have a legit copy of mw3 on steam...

Or teknogod, too, if you want to hack without anto-cheat
