If I am not mistaken from the lag video posted, what this DLL file does is to be extremely accurate.
Normal: When you shoot your AWP while moving, the bullet is fired somewhere off from where you are aiming.
After installing: When you shoot your AWP while moving, the bullet is fired at the exact same place where your cross-air is pointed.
NOTE: It's only a guess.

Look at the original thread . It says that you you are having lag problems , set you rundll32.exe priority to Below Normal . Trying it now .
