It isn't a keygen it is a random number string generator. Also, I have keys with the letter R in them. Believe me when I tell you there is no way to generate working keys that are valid 100% of the time.

Key Gens are impossible. A new key is only created once a new copy of the game is purchase from Steam or Bohemia. The odds of generating a valid, unbanned, un-in use key is pretty much 0...
If this happened nobody would know, because whoever did it wouldn't leak the secret way. Bohemia would prolly detect inyway within a month and totally remake the way keys are.
