It's not about the quests and it's not supposed to be like any other MMO. It's not a typical MMO. It's a Dynamic Environment Scenario MMOFPS, you're goal is to fight the Environment which is constantly changing. And it's been in Closed Beta for about two years now, they have probably eight times the content already released waiting to be incorporated into the game. It's not supposed to be perfect right now, it's meant to have people looking for bugs.

Oh, and BlackLight Retribution gets fucking boring, played it since the CBT and hit level 40 before full release. Not worth the time.
