The user bilbo.baggins or smthn is stealing my friends ebook, which is copyrighted and selling it here without permission. We'd like him banned.

Supporting this if my input matters in any way, he shouldn't be selling services that he does not own the rights to.

Indeed we don't like leechers, but whether he/she deserves a ban, we'll have to see
