YouTube problems...

I have 20mbps down internet and I used to have no buffering/waiting watching 1080p vids. A couple of months ago I saw this buffering problem pop on up on a few vids so naturally I just ignored it. NOW its PISSING me the FUCK OFF and it is really annoying. I can barely watch 480p!!! Some say its Google/YouTube severs, others say its your ISP throttling your internet speed (I have Time Warner Cable btw). Don't know what to believe, I JUST WANT IT FIXED :c. What do you guys think?

afaik there were some ip's you could block that would force youtube to buffer faster. cbf to remember what they were though.
