Wierd I have the impression that I just posted the solution for this.
First, its a called a crosshair and not a viewfinder. To get one for the sniper, you need to buy the its Advance Sr field manual II for Backpack B. The price is 180BP for 7days or 320BP for 15days.

As he said above use you BP Battle Points to get the SR SNIPER pack. Or get a crosshair and macro like the video you posted of Snowshovel (cock sucker).
