I see some people playing with fake pings, i want to know how do they actually do that?

it's a program that's found in your country. It gives you a fake ping that is between 1-5 ping. By country I mean Egypt

when I asked, they never gave me a website or anything but just said that it worked only in Alexandria/Egypt
