Help with private server!!!

Hello fellas i need help on my private server there is 4 things: first i cant spawn thing even when i just type spawn cube god,oryx etc.
second: i cant spawn items like anything.
third i cant play a map when i create it
and forth i cant change my account classes or levels or anything.
Help plz!!!!

ohh yes and spawning mobs is without a /

guys sorry just leave it i found out now thank anyway.
