No, quests are server-sided.
You can not i tried doing this by making a radar/map to ind beachzones but since its server-sided it would not work. (Yes i did use it when it said "Oryx: What is this beachbum doing in my realm?"
Wow if only there was one, lol I found 2 beach bums right after they spawned was just walking around everywhere then I shouted out BEACHZONE! But then I lagged out
