Get a better CPU or just turn all your settings down, other than that there can't be much done.
Play with a lower resolution. Some effects like bullets are useful in the gameplay.
Turn your settings on low. Like @B4NDiT26 said , the bullet effects such as the flashes make it quite laggy.
Have you tried running CCleaner, You should see the Combat Arms Tools section as well, may help you prevent the lagg.
Defrag your PC with advance system care pro, aswell as put your settings on low and close any background applications while playing.
Download a cleaner change all your settings to low and download a game booster. This game booster works good and helps

http://www. i o bit.com/gamebooster.html fix the spaces the game booster is made by Razer so it's safe and it's 100% free.
You could reformat, but that basically gets rid of all the crap on your pc, it's much easier than going through everything
1. Lower resolution settings.
2. Try to turn off processes you don't use (ctrl+alt+dlt then left click on a process you dont want.. then hit the delete button).
3. Set priorty of a process to high or realtime
4. IF THOSE DON'T WORK.
5. Defrag PC
6. Clean up useless items.
7. IF THAT DOESN'T WORK
8. Get new PC
Clean up your PC and play on low res. And when I say clean up I don't mean brush off the keyboard, I mean delete things you don't need, clean out your temp files, photos, uninstall games you hardly play, etc.
Play on a lower resolution / settings or get better hardware
