Chargeback?

Chargeback? Honestly I didn't know about this, and because of this I'm very curious to know this stuffs. Could anyone explain this in detailed info? Thanks..

Edit: Based on what I read this is a paypal issues and it can be alleged crimes and possibly prison in more than 3 yrs? OMG!!!
