What is the difference between a verified paypal and a un-verified Pay-pal...?

Un-verified paypal accounts has limits whereas Verified paypal account has no Limits ..

Unverified PayPal accounts have a maximum of ~$1.000 sending/receiving yearly.

Un-verified - can't send money to people out of your country. Sending Limit is 500$.
Verified - send to people out of country, accept payments from credit cards, make own paypal button, and more.

I live in dominican republic and i've sent money to the usa thru a unverified paypal but it's tricky so yeah.
