[REQUEST] Transparent image overlay tool

Yeah yeah, I know.. there's millions of these kind of tools out there :P I have been travelling the lands of google far far beyond the 2nd page.

My request is quite specific I must say, I'm looking for a kind of crosshair tool that is fully external and editable in terms of size of the crosshair and the crosshair image itself. :P

I'll try to explain you guys what it is for. It's for this game called Shotonline, which is some kind of MMO golf game. That game is all about hitting the right percentages to land closer to the green/hole. The problem with hitting the right percentage is that the percentage bar, that shows you how powerful your shot is, is quite inaccurate because it only shows you every 10% but you can still hit 57%. Now what I wanted with this overlay image is to make my own little lines that show every percent of the percentage bar.
So I'm looking for an external crosshair tool that has the possibility to be relocated and it needs to be possible to use your own image as crosshair, in my case little lines that will make it easier for me to see that I hit 57%.
