Making Private Server!!!!! HELP!!!

I have hard time opening up a JCE Unlimited Strength Files!! Help! It only opens up with JAVA WEB Start Launcher. Which does nothing. Help please! Thank you

Install JDK first and then you can move the JCE files >_<

Remember to download and install winrar first to have it working

i think winrar should come with the windows installation, that would make our lives so much easier
