So I started a new referral and I was power leveling it till level 5. I noticed that on level 3 I didn't received any RP and IP.
I knew it's a visual bug and I re-logged twice. First time the IP appeared but the second time the RP didn't appeared.
However, on the next day I still didn't had any RP. I couldn't also buy an exp boost, it was showing me -260 RP when I tried to buy it.
Is it something wrong with me or Riot disabled the 400 RP when you reach level 3?

Maybe they noticed all the sign ups from you're ip

You referred yourself, might be the reason why.

so if for example i register through a proxy, it would work as it normally would?

Summoners,

Our New Summoners Reward system which grants 400 RP to summoners who hit level 3 is temporarily down. We are working to get this feature up and running again as soon as possible.
