[Private Server] Language Problem...

I am trying to make my rotmg private server. But unfortunately my operating system language is Turkish and I dont know how to change it. Just tried to change language from Control Panel many times but it didn't worked. My system is Windows Xp and don't know if there is any language packs installed on my computer or even don't know if I can use them. I saw a guy said use Vistalizator but i think it doesn't work on XP. So i want to know if there is a way to change language to English from Turkish on XP Professional.
(If it is possible i want a way without formatting)

I am not completly sure since I have been able to install it into a Spanish System without problem, however try to set it up, install Microsoft.net Framework, it is usually the problem, also you do not need to format just change the decimal code in the control panel from "," comma, to "." dot, that seems to solve the Language problem which makes the Wserver to crash, of course the server will be in English. Try setting it up, then I can help you with the problems you might encounter

I think winXP may not be supported by the private server but don't quote me on that.
