Low Texture Mod?

Is there a mod/hack that just get rids of the fog/mist, grass, high detailed(even though set at low) texture?
Like I'm just looking for a mod that'll make COD4 look crappy just like CA or CF :]

well, when i turn down the graphics to the lowest it removes all the grass at a certain distance...

Nope, there are no REZ files in my CoD4 folder so I assume that it cannot be done, try google.
