Sasuke becoming hokage would symbolize the fault of Midara and the 1st, but it wouldn't make much sense in the reality of naruto.
I mean the people of the village wouldn't be happy with that, which I highly doubt electing a known villain as a leader would be a wise choice.

Some of us (including the characters) think it means the leader of the village.

I don't count sasuke as beating itachi, Itachi was practically blind when they fought, If sasuke had fought itachi in his prime and he fought seriously he would've kick sasuke's pansy little ass.
