Something to do with their whacky insurance policies. I think over there which ever car receives the most damage wins unless there's video evidence so everyone records their daily drives. I could be wrong though.

Pretty much. People in Russia are known for throwing themselves in front of cars and collecting all kinds of lawsuit dough.
