I'm pretty sure the only way is to verify your paypal & send in the requested stuff. (Proof of Birth, Proof of Address, etc..)
Im from Egypt we dont have PayPal had to do it with random Info.

you could always call them. those bastards are always fucking lonely. they limit my acc for almost every transaction and i always have to fucking call them.
Only solution is to get verified.
