A map hack...as in what? You can see the enemy no matter where they are? Or you can walk through anything?
Well first off I think that'd just take out the whole purpose of playing the freakin game. Any hack for League is kinda dumb imo.
The only thing I'd probably want a hack for is champs. So I can play more of'm and stuff like that. But a Map hack is just...

Me having every champ wouldn't ruin the game for me, it would just keep me from getting bored. I usually play 3 main champs, like Rene, Jayce, and Elise. But If I had every champ, I'd probably be more diverse.

Its not possible even if is it will be private release.
If you really need a map hack then you already lost full interest for League of Legends. Having a map hack would barely help you besides knowing where they are and you could probably scout out for invasion, ganks, or counter jungling but that pretty much destroys the game as it is. Pretty much useless unless you have a pre-made that are using it, that or you'll get to know 30 seconds early before you die to a champion like Hecarim.

kinda defeats the purpose of the game.
