Because use/post outside links or links to downloads/attachments is hard to control, the uploader could attach a virus to it and then you downloaded it -> that's why. And use forum upload system is easy to control, they could check viruses before approve.
Can't wait for this resource hack, Ill hack some plastid and mutagen and then stop using hack for warframe
