Need help

Hi for a few days i can't use some sites services for example google ( i added pic from google waiting for aprooval) also other search engines, it looks like my computer may become part of some botnet or smth like that.

Also when i change my internet to my phone wi-fi hotspot problem dissapears so may it be my provider?
i'm using avast antivirus and did full scan of pc
