Are there any levelers that actually level the account to 30? If not, please explain why. I don't see a logical reason yet.

Non that I know about. You would get banned fast for botting anyways because you would have 4 people report you every game.

Most people just sell their level 30 accounts because leveling a League account to 30 is just painstakingly slow and takes months or weeks with EXP passes.
