HELP on .DLL compiler

hey guys i have this code that i need to compile into a .DLL file.

How do you code a dll with out a compiler? I sense something afoot....but anyways there are several compilers to chose from. The most legit is Visual Studio C++

but what is the code is just C, would you mind doing it for me??? will give you hacks if you want. let me know. all i need is some help

Doesnt matter what its coded in. if its related to C++ itll compile with Visual C++ Compiler. Google it...
