It wont work. If you are from Europe, you can only play on accounts registered before the IP restriction (August, 2012, I think), even if the account is created in a non-prohibited area.
Try to buy one account.

If you message them your personal information for them to make you an account, they can recover the account via support since they would know all the basic information.

Maybe he's created to many on his PC before. Idk, even if he is in Europe I guess I would be willing to give him one of my accounts. It's a second Lt. And made in 2011. So even if the account Im going to make him doesn't work he would still have one because he can have mine

If that's the case where he needs to buy one he can just have my 2011 account for free, it saves him money and I don't play it anyways.
