An EA Admin announced on the NFSW Forums that it doesn't matter if you have purchased speedboost or not. You won't get in the game earlier if you have.

ALL EA games are like this and they have always been messed up. They are way under staffed. Funny thing is you wind up paying more for a "free" game.
