You need some kind of Forum Software(some of them are free, other's you have to pay)
e.g MYBB, Vbulletin, SMF
Need to Purchase a .Com .Net. .Co.xx .Org Domain
(You can get a .****** domain for Free)
For hosting you can pay as low as $2 a Month
BUT depending on what you want to use your Forum for, you might need to buy a better one
e.g justhost, godaddy, hostgator
(You can get Hosting for Free)
But most of all you need product for the site.
You need content to fill the Forum.
Like MPGH has Hack's as their Product, which get's all the Member's
You also need alot of Patience for a Website.
Relating the Forum to a program is easy, but first you need the Program.
