Static Address keeps changing?

Static Address keeps changing?
Now okay, The title probably doesn't make since since static addresses shouldn't/wont change but I'm having a strange issue.
When i go into CE and find the address for sv_allowcslua it appears green and what not and appears along the lines of this 22D3E848
but the middle to numbers "22(D3)E848 change after each restart? Now I'm probably doing something wrong so if you can correct me please do so. And if I'm hallucinating and its a Dynamic address could someone point out how to use the debugger in CE with garry's mod (crashes gmod because of anti-debugger shit) so i could find the Offsets.

I'm using it on singleplayer on a account I don't care for. Getting banned is not an issue. I'm just trying to find addresses.
don't use offsets for convars or the majority of shit in the source engine

Use the SDK with updated headers.
You don't even need to use the SDK, but I like it.

Still trying to figure this out, any idea how to fix this? I've heard about using modules instead of offsets but i don't really understand how.
