Does the first and last skill effective on players?

No? Its only if you are in combat with a -DRAGON-. That's why there is only one word to describe that class, trash.

But in AQwiki it says there that it is effective also in PvP.

First and fourth skill only affect dragonkind. Only Impale and Scorched steel work on non-dragons.
