Main source for lol custom skins is leaguecraft.com website. You need to use Skin Installer Ultimate software to install skins. Be warned - on that website over 50% of skins don't work.
Still looking at some epic custom skin even only at your screen feels great ;>
Leaguecraft skins don't really work anymore after that new patch (3.11) All the skins in there need to be updated and there are no new ones. Not yet at least.
