VCExpress.exe

When I try to open VB C++ 08 it says it can't find 'VCExpress.exe' so I decide to try and download file off google, then I find out that it's supposed to be running on your computer.
So anyone know how I can make my VCExpress.exe work, wait no EXIST?
I tried Typing it into Run, btw.
Or PM a download link.
