Can't open Xbox 360 save file. Get "Cannot load XBOx 360 CON files" error

I copied my Xbox 360 save file to a USB stick, used Horizon to extract it to my PC, then tried opening the file in Gibbed's Borderlands 2 Save Editor but I get this error:

Failed to load save: Cannot load XBOX 360 CON files, extract save using Modio or equivalent.

I'm going to try Modio but in the meantime, has anyone gotten this error before? I used Gibbed's for my PC saves and it works great...
