E on teemo not working.

whenever a skill is unavailable like that it means it is a power skill. Tutorials aren't very clear on it at all so I see your confusion.

Basically it will become available when you get a hexa kill.

you have to kill 6 champions in a series. Like when you kill two champions it is a double kill.

I know,i thought you were trolling but I am starting to believe you weren't. Anyways Rekreative basically nailed it. If you read the description it reads: "PASSIVE: Teemo's auto-attacks deal bonus magic damage and poison his target, causing them to take additional magic damage over 4 seconds. Subsequent attacks only refresh the duration." Since it is PASSIVE that means you don't actually activate it in battle or anything like that.

Its a passive move. You dont toggle it, it just auto applies an on hit effect causing harm to the person more than just your normal aa damage.
