Lets say you order a phone online. You pay for it and you are waiting for it to arrive. Would they already have given you a phone number?

Depends on the provider, after you got the phone you would probably have to go in store and activate/set up your contract with them. Depending on the phone of course. Lots of variables
I think you will have to go and activate the contract first

Meh, I will just wait and see. I believe my dad bought me the phone, but he is keeping it a secret heard him talking about a phone number. This made me think hmmm if he ordered the phone would he get the number before or after the phone came in.

His phone isn't activated. He can't call.
It depends. If you have signed up with Virgin Mobile, and have ordered the phone as part of a brand new contract, then yes.
