Profile Customization

I noticed the background of some people profiles like @Antipathy and @Oneirish are animated. Any idea on how to do that? I don't see an option for custom background in the setting.

Yeah I know that I need to link it do a GIF if I want it to be animated (hurr durr), I thought he meant something else.
