He's the strongest esper in the city. Touma isn't an esper.

Well Touma isn't an esper, he defeated him through teamwork and the "protagonist wins" storytelling at that point.

However, its pretty easy to see that Accelerator would win vs Touma any day, thanks to touma only being able to block magic head-on.

-In fact, Touma would have lost if not thanks to outside help and the fact that Accelerator was just fucking with him for half the fight.
