The skin is new, never seen before and probably unique to that cape(severely rare anymore).
DKP - Dragon Kill Points, you gain points for doing your job in the raid and downing bosses.
Depends what guild your in and what they use.
A roll system, if interested everyone gets a fair chance, 1-100.
DKP is most fair for obvious reasons. The better you do, the more stuff you'll win.
There's a wide variety of loot systems guilds use, usually they are unique to that particular guild but those are just generic ones.
