Think about it: Naruto
The narutoverse seems to be kind of an odd universe, here is my take on it.
Most people become ninja's or strive to be one, then isn't the entire naruto verse making a militant-based system where people living in peace is really but an illusion?
Think about it.
Missions are given from the hokage or some authority.
Missions contain a rank so that lower level shinobi don't do harder missions.
Missions provide no explicit reward depending upon ranked missions.
Missions are promoted for "the sake of the village" and failure is rewarded quite harshly in everywhere else but the leaf.
^ ^
Leading the entire village to basically be a militant force who strive live to serve as better soldiers.
Naruto then turns out to be a show where people who point out and do stuff about the military-system get put down by the same military. However twisted and stupid their means are to fix this problem, the bad guys are the ones trying to fix the system. And however self-righteous and peace-seeking the good guys may seem, they are really just part of the military system that creates the badguys.
While peace is always the goal of the good-guys, having most everyone be a "soldier" is going to make that an unreachable goal no matter how hard they try. The simple fact that you are training people in the art of killing, would make all too much sense that there are these people who use that for "selfish" gains or ways to break down the very system that created them.
While other shows like Fairy Tail present a harmless "guild" scenario, naruto presents the entirety of its population as soldiers and then ask "why is everyone not peaceful" a lot.
----------------------------------------------------------
Honestly its pretty refreshing to see a series where its main characters are completely ignorant of what the problem is.
